Venäjä tarvitsee työelämäänsä vuosittain 0,8 1,5 miljoonaa uutta työntekijää ulkomailta. Venäjän maahanmuuttoviraston mukaan työvoimasta 5 -7 prosenttia on peräisin muista maista. Heistä ainoastaan 0,5 miljoonan paperit täyttävät Venäjän lain vaatimukset. Laittoman maahanmuuttajan asemassa on 5 -15 miljoonaa ihmistä, virasto tiedottaa.

Russian President Vladmir Putin has assured both domestic and foreign NGOs that a new law will not keep them from carrying out their legitimate activities. Amnesty International urged the president to be sure to follow through on this pre-G8 commitment.
