Quest'ultima ha lo scopo di favorire, in particolare nell'est del paese dove sono ancora presenti gruppi ribelli, lo svolgimento regolare delle elezioni (primo turno delle presidenziali e legislative), che si terranno il 30 luglio.

Il nostro popolo non merita questo pesante fardello di incertezza del domani, di crescente insicurezza e di miseria intollerabile».
