Koulutusta kaikille -ohjelma on lisännyt nepalilaisten tyttöjen osallistumista perusopetukseen, varsinkin vähiten kehittyneissä piirikunnissa. Alueelliset erot ovat kuitenkin suuret. Ongelmat kasaantuvat muutamiin piirikuntiin, jotka ovat koulutusindeksillä mitattuna yhtä kaukana Katmandusta kuin Nepal on Suomesta.
