Tavoitteena oli samalla kartoittaa keskeisiä ongelmia ja arvioida EU:n mahdollisia tukitoimia Afganistanin oikeusvaltion tukemiseksi.

16.10.2006 A quattro giorni dal rapimento del fotoreporter italiano Gabriele Torsello i sequestratori si sarebbero fatti sentire con Emergency, l'associazione umanitaria di Gino Strada che in Afghanistan può vantare una fitta rete di contatti. Gli uomini che dicono di tenere in ostaggio il fotoreporter avrebbero detto che sta bene e hanno annunciato l'intenzione di fare un comunicato per far conoscere le loro richieste per il rilascio. Comunicato che, però, non è mai arrivato. Si tratta comunque dell'unica buona notizia della giornata, anche se le fonti ufficiali non confermano - riporta RaiNews24. Il fotorporter era appena tornato da Musa Qala città a nord di Lashkargah, dove aveva documentato come la città e persino l'ospedale fosse stata rasa al suolo dai bombardieri in missione di pace e di stabilizzazione. E questo aveva molto colpito gli operatori di un altro ospedale, quello di Emergency a Lashkargah che erano rimasti indignati - riporta Peacereporter l'agenzia di stampa e di servizi editoriali della Misna e di Emergency.
