28.06.2006 Fabio Pipinato della Fondazione Fontana interviene in merito al recente pronunciamento della Corte Costituzionale che contesta alcuni articoli della legge della Provincia Autonoma di Trento 15 marzo 2004 in materia di “Azioni ed interventi della solidarietà internazionale” e specificamente sulla possibilità della Provincia Autonoma di attuare alcune modalità di “cooperazione decentrata”. La delibera contesta la scelta dei Paesi e ribadisce che la cooperazione decentrata attiene alla cooperazione allo sviluppo che, a sua volta, attiene alla cooperazione internazionale e che, a sua volta ancora, attiene alla politica estera e che, dunque, è di competenza dello Stato. “La verità è che la Corte costituzionale non s’è sbagliata” - scrive Pipinato. “Ha applicato fedelmente la legge 49 che appartiene, in termini di relazioni internazionali, allo scorso Millennio quand’eravamo reduci dalla “Sacra missione civilizzatrice dei popoli”. Lo Stato burocrate, armato, confinario, sovrano, accentratore, retorico e solidale non può riconoscere altri tipi di “relazioni internazionali” se non le proprie”.

27.06.2006 Upgrading skills did not result in solving the educated unemployment problem in India and Sri Lanka. South Asian economies or particularly those sectors of economies that employ educated people, did not expand much. There was also a mismatch between the qualities of labour force demanded by the market and those that were supplied by the systems of education and training.
