Syynä on hallitusten ja kansalaisyhteiskunnan kangistuminen byrokratian kaavoihin. Selvinneillä itsellään ei ole jälleenrakennuksessa paljon sananvaltaa. He ovat jumiutuneet jokapäiväisestä elämästä selviämiseen", kansalaisjärjestöt muistuttavat kaksi vuotta tsunamin jälkeen.
