This year's edition concludes that "current attempts to divert resources ... to pay for donors' security interests are the most serious expression of the endemic problem of aid resources being hijacked to fund rich country priorities."

Imagine this scenario. A government is criticized for wasting hundreds of millions of taxpayers' dollars. It promises to address the scandal ... but days before calling an election, it lets all the culprits off the hook. Of course, that's not quite how Canada's sponsor-gate has played out. But economist Jim Stanford is talking about a different scandal.

Paul Martin has one campaign plank in this Canadian federal election: He isn't Stephen Harper. Martin says he is the peace candidate, while the Tory leader is the war candidate. He says Harper is a threat to public health care, while Martin's Liberals are medicare's saviour. More remarkably still, he is saying this with a straight face.

Politicians dream of being all things to all people, and Paul Martin is surely giving it a good try. In his role as heroic deficit slayer, Martin folded health care funding for provinces into the Canadian Health and Social Transfer - instituting massive cuts, gutting Ottawa's clout to lead medicare into the twenty-first century. Now he's pitching himself as medicare's savior-in-waiting.
