WHETHER it is coming of a large hydroelectric dam, a thermal power plant or a nuclear reactor, the environment-development conflict follows a standard pattern. First the government in its role of developer approves a mega project to supply infrastructural inputs electricity, water, transport etc. In the process they forget, or ignore, or suppress, crucial side effects and environmental impacts, says Pradeep Dutta.

Il governo boliviano è alla prese con una nuova serie di scioperi, dopo quello indetto la settimana scorsa dagli autotrasportatori interdipartimentali e conclusosi con una sostanziale vittoria dell’esecutivo. L’intera città di Cochabamba, nel centro del Paese, è entrata oggi in sciopero generale per chiedere al governo di trovare una soluzione alla vertenza dei lavoratori della compagnia aerea privata ‘Lloyd Aéreo Boliviano’ (Lab), che rischia di fallire a causa dei pesanti debiti accumulati e per la presunta corruzione dei dirigenti dell’azienda -riporta l'agenzia Misna. Intanto, la Legge 3065, approvata dal precedente governo Mesa che autorizza a costituire società pubbliche e/o miste per costituire in tempi brevi imprese per l'esportazione di gas naturale, rischia di mandare all'aria tutte le promesse di pace e democrazia che il nuovo governo Morales aveva - ed ha - intenzione di mantenere. La società civile grida allo scandalo, le forze di potere dipartimentali gridano all'autonomia e il governo grida all'incostituzionalità.
