"L’intenzione del progetto Agire è di far compiere un vero e proprio “salto di qualità” all’aiuto di emergenza svolto dalle Organizzazioni Non Governative incrementandone la capacità di rispondere in modo tempestivo, efficace e trasparente alle più gravi crisi umanitarie" - ha commentato Marco Bertotto, direttore di Agire. Il modello di azione scelto rispecchia il funzionamento dei “comitati emergenze” che da alcuni anni operano in altri paesi europei.

"Anche se le violenze non raggiungono i livelli del 2003-4, i civili continuano a venire uccisi". Un clima di insicurezza che incide anche sulle organizzazioni umanitarie: "Nel corso dell'ultimo anno abbiamo dovuto ridurre il numero dei nostri progetti perché gli scontri ci hanno costretto ad evacuare". E circa l'intervento militare richiesto anche da alcune Ong afferma: "Siamo sempre preoccupati quando veniamo a sapere che le altre organizzazioni umanitarie richiedono un intervento militare". "Quanto invece alle altre soluzioni proposte – come ad esempio i corridoi umanitari scortati da militari – devo dire che sembrano essere il risultato di un'analisi estremamente semplicistica della situazione. Dopo la firma del trattato di pace del Darfur nel maggio 2006, abbiamo assistito a una frammentazione delle parti armate con decine di gruppi coinvolti nel conflitto. La situazione è resa ancora più grave dal diffuso fenomeno del banditismo".
