The finding suggests there is little support at home and abroad for President George W. Bush's defense of the abuse of terror suspects.

Il Presidente del CICR, Jakob Kellenberger
21.10.2006 Il presidente del Comitato internazionale della Croce Rossa Jakob Kellenberger denuncia che la legge sulle commissioni militari create dagli Usa per giudicare le persone sospette di terrorismo incarcerate a Guantanamo, approvata la settimana scorsa dal presidente americano, "viola le Convenzioni di Ginevra". Secondo Kellenberger la controversa legge non risponde alle norme del diritto internazionale, autorizzando l'uso da parte dei militari americani di metodi aggressivi di interrogatorio, la detenzione dei sospetti terroristi in prigioni segrete e processi gestiti dai militari. "Ad una prima lettura questa legge solleva inquietudine e molti quesiti" - ha detto il presidente del Cicr facendo esplicito riferimento a due esempi in grado di sollevare più di una perplessità: “la vasta definizione che è stata data della figura del ‘combattente nemico illegale’” e “il fatto che non si vieti esplicitamente di ammettere prove ottenute con metodi coercitivi”.
